About Us

Homelessness is a far greater issue in the Carlisle area than most people realize. Although, we have the Salvation Army and Safe Harbour, they are almost always operating at full capacity.

In the summer of 2004, a group of local congregations and social service providers decided to provide an Emergency Shelter as an alternative for the winter of 2004-2005. From this group of volunteers, Carlisle C.A.R.E.S. (Combined Area Resources for Emergency Shelter) was born.

In the Shelter, as each year passed, our homeless guests doubled from the previous year. We went from 3 - 4 churches and 4 - 6 men a night in 2004 to now having 14 churches covering 12 months a year and our highest count in the Shelter in 2011 was 54 clients in a night which included men, women and children.

In February 2010, the Resource Center (a day center) was opened in cooperation with Cumberland County Housing and Redevelopment Authority. It operates the opposite hours of the Shelter. The main goal of the Resource Center is to assist the homeless in overcoming their unique obstacles to obtaining and maintaining housing. All clients are assigned a case manager. Depending on individual circumstances and needs, the case manager will then connect the client to the appropriate services such as education and employment programs, medical, legal or veterans' services.

Carlisle C.A.R.E.S. does not duplicate the existing human services provided by the county, but works along with them to insure clients are completing the necessary steps to move forward. Many of the local agencies hold office hours at the center to assist in meeting the clients' needs. The center provides a home base, a place to take a shower, wash clothes, a place to receive mail, provides lockers to store their backpacks.

Carlisle C.A.R.E.S. is located at 50 West Penn Street, Carlisle and is opened 7 days a week, 365 days a year as long as we have the volunteers to help. We are always in need of volunteers for both the Resource Center and the Shelter. Visit our tab on the left that is marked "Volunteers." Please prayfully consider giving of your time!
